With it comes an increased ability to take care of oneself and one's family, the power to purchase goods and services, the opportunity to develop personal relationships, and the fulfillment of personal growth. The reach of the criminal justice system has expanded in recent decades, and the consequences of involvement with the criminal justice system are more serious than ever, as laws, policies, and practices relate to almost all facets of life. An historic number of citizens have been convicted of a felony. Between 1980 and 2009, California's prison population increased by 583%, and the state's recidivism rates are above the national average. High recidivism rates come with significant financial costs to the state. The California Department of Corrections and Rehabilitation (CDCR) budget was $9.8 billion in the 2009-2010 fiscal year. At the same time, the prevalence of background checks has also increased. The number of Californians with a criminal record has continued to grow; there are nearly eight million individuals in the state's criminal history file.
