The Japanese ivory market has two faces. The first face is the “Black” market. Weak Japanese domestic trade control allows ivory acquired from illegal sources to be broadly distributed. The second face is the “Grey” market. “Legal” ivory in trade that is inevitably used as a cover for illegal sources of ivory to make their way to the market. The principal question that the report is trying to answer is: “Do domestic controls on ivory in Japan provide precautionary measures sufficient to ensure trades now proposed by the southern African countries do not accelerate poaching and increase illegal ivory in trade?” Details: Tokyo: Japan Wildlife Conservation Society, 2002. 65p.
