The majority of kidnappings that take place in Mexico are attributed to small criminal groups that typically operate within a city or municipality rather than large organized groups whose areas of operation span across several cities or states. Some of these gangs are very sophisticated and choose their targets carefully, while others pick up victims of opportunity on the basis of a less selective process. Kidnapping for ransom was once mainly a concern for high-profile Mexican businessmen and their families. While they remain at high risk, organized crime groups now focus on a broader array of targets, including middle-class individuals and even simple merchants or traders.
