Title: Shared Responsibility: U.S.-Mexico Policy Options for Confronting Organized Crime

Summary: The research for this volume is the product of a project on U.S.-Mexico Security Cooperation jointly coordinated by the Mexico Institute at the Woodrow Wilson Center and the Trans-Border Institute at the University of San Diego. As part of the project, a number of research papers were commissioned that provide background information on organized crime in Mexico, the United States, and Central America, and analyze specific challenges for cooperation between the United States and Mexico, including efforts to address the consumption of narcotics, money laundering, arms trafficking, intelligence sharing, police strengthening, judicial reform, and the protection of journalists. Each chapter in this volume was first released in a preliminary form as part of a “Working Paper Series” throughout 2010. Contents include the following: Introduction, by Eric L. Olson, David A. Shirk, and Andrew Selee; Drug Trafficking Organizations and Counter-Drug Strategies in the U.S.-Mexican Context by Luis Astorga and David A. Shirk; Drug Trafficking Organizations in Central America: Transportistas, Mexican Cartels and Maras by Steven S. Dudley; Crossing the Mississippi: How Black Tar Heroin Moved Into the Eastern United States by José Díaz-Briseño; How Can Domestic U.S. Drug Policy Help Mexico? by Peter Reuter; Money Laundering and Bulk Cash Smuggling: Challenges for the Mérida Initiative by Douglas Farah; Justice Reform in Mexico: Change & Challenges in the Judicial Sector by David A.
