Independent custody visiting (ICV) involves appointed members of the public (custody visitors) making unannounced visits to police detention facilities in order to establish that detainees are treated humanely and that the detention environment is adequate. ICV also provides an opportunity to scrutinise police practice and procedures in custody facilities and therefore provides a mechanism of accountability and reassurance to the public. The aims of this report are to: 1. Review the infrastructure for supporting independent custody visiting in Scotland at a national and local level 2. Provide an audit of the current operation of independent custody visiting in Scotland and identify any significant changes over time or differences of approach between police force areas 3. Carry out a case study analysis of the operation of independent custody visiting in one police force area 4. Provide a summary of main findings and recommendations for future development.
