A Handbook for Law Enforcement Volume 1 Summary: The danger to the law enforcement officer who is initiating a search warrant or arrest of a Child Sex Offender (CSO) is most likely underestimated. CSOs are often perceived to be less dangerous and nonviolent. However, CSOs pose a significant risk to themselves and in turn can potentially be a danger to law enforcement officers. This handbook, based on a review by the FBI's Behavioral Analysis Unit III- Crimes Against Children of over 100 cases of CSOs who committed suicide, is the first of a two part handbook addressing salient operational and safety factors that might arise between law enforcement and CSOs. A Volume II will provide specific skills and techniques that can be utilized by law enforcement in gathering information about potential risk factors impacting CSO behavior.
