Office of the Legislative Auditor Title: Evaluation Report: MINNCOR Industries Summary: In 1994, the Minnesota Department of Corrections consolidated and centralized individual prison industry programs into a single statewide business known as MINNCOR Industries. In response to legislative concerns about its operations, the commission directed OLA to evaluate MINNCOR’s overall management and business practices. We found that MINNCOR has generally done a good job in achieving high levels of inmate employment and generating enough revenue to cover its costs. Some of its practices though, especially regarding its labor arrangements with private businesses, lack transparency and have placed the state at risk.
