Summary: This final report of the the National Prison Rape Commission proposes standards to prevent, detect, respond to and monitor sexual abuse of incarcerated or detained individuals throughout the United States. Nine findings are discussed regarding the problems of sexual abuse in confinement and select policies and practices that must be mandatory everywhere to remedy these problems.
