The program was based on the idea that it takes time for ex-offenders to become reintegrated into their community and that they need support throughout the process. The program attempted to support clients by improving the community's capacity to accept ex-offenders while increasing client ability to contribute to society. This outcome evaluation focused on the following three research questions using a quasi-experimental design with a comparison group: Does the program have an effect on recidivism?; Does the program have an effect on employment?; and Does the program have an effect on successful supervision?
