Department of Finance, Private Sector and Infrastructure - Latin American Region Title: A Resource Guide for Municipalities: Community Based Crime and Violence Prevention in Urban Latin America Summary: Crime and violence have risen dramatically in Latin America in recent decades and are now recognized as serious threats to economic and social stability, particularly in urban areas. The economic costs of crime and violence represent a 14% loss in the region’s GDP. There are four types of costs associated with crime and violence: direct /indirect costs, such those spent on the criminal justice system and incarceration; non-monetary costs, meaning the non-economic detriments on victims; economic multiplier effects, which measure the macroeconomic effects on the country and labor market; and social multiplier effects, meaning the erosion of social capital and quality of life. The purpose of this Resource Book, financed by the Government of the Netherlands through the Bank-Netherlands Partnership Program (BNPP), is to provide mayors of Latin American countries with information on how to design violence and crime reduction programs. It brings together information on best practice principles, step-by-step approaches, and examples of international municipal crime and violence prevention and reduction strategies. The approach adopted by this guide combines law enforcement with social prevention and situational prevention.
