The evaluation determined the current state of knowledge regarding the use of victim compensation programs by literature review, PCCD-published data, and data from the state’s Dependable Access for Victimization Expenses (DAVE) database. The study also used national data published by the Office of Victims (OVC) to compare Pennsylvania’s use of compensation to that of the nation as a whole. Researchers also conducted a survey of the state’s victim service providers to obtain their assessment of factors that might account for the lack of use of compensation programs. The literature suggested that lack of awareness about victims’ services in general, and compensation availability in particular, explains to a great degree victim nonuse of these services. The study also generated areas that Pennsylvania can work on to improve use of victims’ compensation programs. Details: Washington, DC: JRSA, 2008. 64p.
