11 The executive proposed an amendment authorizing the appropriation in any fiscal year 1963 through
1966 of the unappropriated balances of the authorization for any prior fiscal year during that period. The
appropriation request for fiscal year 1964 for this unappropriated balance was $50,000,000.
12 Plus unobligated balances of fiscal year 1963 funds amounting to $127,000,000.
13 The executive subsequently increased the appropriation request for American schools and hospitals
abroad (sec. 214) from $22,000,000 to $26,290,000. This total reflects this additional request. The House
consideration was based on the request of $22,000,000.
14 This total does not include the appropriation request of $3,025,000 for administrative expenses (State).
12 Plus the reappropriation of unobligated balances estimated at $209,000,000.
16 Plus the reappropriation of unobligated balances estimated at $259,000,000. (Source: Congressional
Record, Dec. 30, 1963, pp. 24395-24396.)

1 Obligations reflected in this report are on a net basis and represent commitments made against total
appropriations for a given year, plus authorized unobligated balances available from previous year. For
the Development Loan Fund, this column includes loan approvals plus obligations for administrative and
other expenses.
2 Reservations represent funds reserved pursuant to provisions of sec. 110 of the Mutual Security Ap-
propriation Act, 1955, and sec. 108 of the Mutual Security Appropriation Act, 1956. Under the "reservation"
procedure equipment on order or to be ordered for military assistance is financed from procurement funds
of the regular military services. At the time the orders are placed, funds are reserved in the mutual security
program military assistance accountlor future reimbursement to the procurement accounts of the military
services.
3 Includes $1 bfflion public debt authorization for loan purposes; the "Appropriations adjusted" column,
however, includes $972.3 million. The difference of $27.7 million was used in the investment guarantee pro-
gram.
4 Includes $500 million contract authorization in executive branch appropriation request which was
approved. A similar amount is shown in col. 5 as this fund was immediately available for obligation.
Subsequent appropriations made to liquidate contract authority are not shown as such reflection would
duplicate and therefore distort the availability account.
Includes $62.5 million for loan to Spain, which is not included in cols. 1, 2, and 3 for the reason that it
was authorized and made available in the appropriation act.
8 Excludes $100 million for assistance to Spain subsequently authorized and appropriated by Congress.
7 Includes authorization of $98.4 million for local currency.
8 Includes $200 million transfer from funds available to the Department of Defense as provided in Public
Law 207, 83d Cong., dated Aug. 7, 1953. This amount is not reflected in the mutual security program
"Executive branch authorization request" colunm nor in the "authorization by Congress" column.
Military assistance is reduced by $261,320,111 unJiquidated obligations transferred to "Southeast Asia
and the western Pacific, Executive," from "Military and other assistance, Asia and Pacific, Executive."
Economic assistance is increased by the transfer of $261,320,111.
10 For the purpose of this presentation direct forces support is confined to the common-use appropriation
as it is the only appropriation in 1955 which, in its entirety, can be completely related to direct forces support.
Other appropriations in fiscal year 1955, and in prior years, included funds which in part provided for the
procurement and payment of commodities and services for DFS but which cannot be precisely associated
with direct forces support activities.
11 Includes the following fiscal year 1956 activity for the fiscal year 1955 ccmmon-use account: obligations,
-$0.2 million (ccl. 6); total unobligated balance, $0.2 mfflion (col. 7); unobligated balance returned to Treas-
ury, -$0.2 million (col. 9); expenditures, $39.2 million (col. 10); unexpended balance, $11.2 mfflion (col. 11).
12 Fiscal years 1946 and 1957 exclude $122 million and $75 million, respectively, for infrastructure which was
previously authorized under sec. 104 of the Mutual Security Act of 1954.
13 Fiscal years 1956 and 1957 include $122 million and $75 million, respectively, for infrastructure.
14 Includes direct forces support (the unexpended balance of "Direct forces support, Executive, 1956,"
was transferred to "Military assistance, Executive, 1957"). "Common-use, Executive, 195i" remains a
separate account under the functional heading of "Military Assistance."
15 The executive branch requested an appropriation for the Development Loan Fund of $500 million for
fiscal year 1958, and borrowing authority of $750 million for fiscal year 1959 and $750 million for fiscal year
1960.
18 The Mutual Security Act of 1957 authorized $625 million for fiscal year 1959 for the Development Loan
Fund in addition to $500 million for fiscal year 1958.

17 As a Government corporation, Development Loan Fund availability includes not only cash receipts
but also accrued interest not yet collected. For this table only dollar fund activity is included.
18 Public Law 85-853 appropriated $400 million and a supplementary appropriation of $150 million was
made under Public Law 86-30.
15 Public Law 86-108 authorized $700 million for fiscal year 1960 and $1,100 million for fiscal year 1961.
20 This request includes $700 million for fiscal year 1960 and $500 million for fiscal year 1961.
21 Public Law 86-472 authorized for military assistance the appropriation in fiscal year 1961 and fiscal year
1962 of "such sums as may be necessary from time to time."
22 Includes $394 million for the Inter-American Development Bank (Social Progress Trust Fund).
23 Public Law 87-195 authorized $1,700 million each for fiscal year 1962 and fiscal year 1963.
24 Public Law 85-195 authorized an appropriation of $1,200 million for fiscal year 1962 and $1,500 million for
each of fiscal years 1963 through 1966.
23 Excludes $27.1 million unobligated balance and $0.7 million unliquidated balance transferred to the
investment guarantee program.
29 Excludes the executive branch's request for $180,000,000, and $30,000,000 appropriated by Public Law
87-872 for the investment guarantee program.
27 The Foreign Assistance Act of 1961 authorized $1,500,000,000 per year for fiscal years 1963 through 1966.
28 The executive branch requested $3,000,000,000 for fiscal years 1963 through 1966, of which $6C0,000,000
was for fiscal year 1963. Public Law 87-565 authorized $600,000,000 for each fiscal year 1963 through 1966.
29 An authorization and appropriation of $100,000,000 was originally requested for fiscal year 1963. The
authorization act provided for "such amounts as may be necessary." The amount shown in col. 2 repre-
sents an increase in the appropriation request.
30 Less than $50,000.
31 Since the Foreign Assistance Act of 1961, as amended, contains continuing authorization for some pro-
grams, cumulative totals are omitted.
32 All guarantees issued to date have been funded from reserves consisting of borrowing authority, fee in-
come, and some appropriated capital of the former corporate Development Loan Fund. Information for
fiscal years 1948-62 is not included in total figures for individual years, but is included in cumulative figures
1948-63.
33 $1,500,000,000 previously authorized reduced to $925,000,000, a reduction of $575,000,000.
34 Includes loan receipts not available for programing in fiscal year 1964: Development loans, $3,000,000;
Alliance loans, $2,300,000.
35 $600,000,000 previously authorized for Alliance for Progress reduced to $525,000,000, a reduction of
$75,000,000 to be netted against the $180,000,000 newly authorized for Social Progress Trust Fund.
NoTE-The foreign assistance program as reflected in this schedule, includes the mutual security pro-
gram and selected antecedent programs and excludes others. For the most part, major foreign aid programs
authorized since 1948, exclusive of GARIOA and Korean civilian relief and rehabilitation funds, are included
in this schedule. The general "guideline" for including or excluding funds originally appeared in the Mu-
tual Security Act of 1951 in the form of language bringing forward unexpended balances from certain anteced-
ent programs. Wherever the authority to bring forward unexpended balances appeare(l in the Mutual
Security Act of 1951, the entire prior programs appear in the totals of this report. Where funds appropriated
for one purpose are utilized for another pursuant to provisions of sec. 401(a) of the Mutual Security Act of
1954, as amended (or similar provisions in previous legislation), the obligation and expenditure appear under
the category for which the appropriation was originally made.
